If you were to expand this to cities of 250K+ population (2016 populations) then it would look like this. There are a few cities missing - I believe Honolulu, Lexington, and Louisville - because I couldn't find the 2016 data.

Top 10 "gaining" cities don't change, but there are now more cities that lost this subset of the population such as Newark (biggest loser), Arlington (TX), Aurora (CO), Stockton (CA), St. Louis, Minneapolis, Tulsa, Chula Vista (CA), Laredo (TX), and Long Beach

Austin and Charlotte are the only southern cities in the top 10. Austin appears to be in the top five in college educated citizens and per capita income.

So top five in education, per capita income, only Texas city where more whites voted for Hilary than Trump. Austin really is different

Wow, didn't know Carmel and Fishers were doing so well. I figured Carmel would be up there, but that's impressive. Indy having two suburbs rank that high is impressive. Hate the gap between the city and suburbs, but I suppose that's a common tale.

Both Raleigh and Durham (Research Triangle) are also in the Top Ten when expanded (First to the top 50 cities and then to those above 250K). When the list is expanded, both Austin and Charlotte fall out of the top ten altogether while Atlanta remains in it.

A pretty short list of indicators seem to be well correlated to the highest educational attainment:
  • Capital Cities/Regions
  • College & University Towns
  • Wealthy Suburbs of major metros
  • Technology
