Portland wins this one - you don't have to be a Chinese money launderer to afford a home, you don't have to wade through dozens of look-alike cookie cutter condos and you are literally in the middle of wine and rose country! Not to mention Portland has a unique identity and culture. Vancouver long ago sold its soul to the highest bidder.
I actually prefer Portland's "impossibly metered distribution of low-key bars on every block" nightlife to Vancouver's "2-3 mega-concentrated areas with clubs but not much in between" nightlife, although if you like glitz and glamour Vancouver is better.
Quality of Life and vibe are subjective although I think Vancouver has a broader range in both of these categories.
Scenery, shopping, and activities go to Vancouver.

It’s a small amount of real money launderers. That being said, I think the foreign owner tax assessment is long overdue. I think this is a basic policy that should be implemented in many places in the US and Canada
I really dislike Portland for so many reasons but it's generally a super overrated town. That fact that it would ever be seriously compared to Vancouver is kind of insulting to Vancouver.
