If you're from Sacramento and those are your three choices, choose Phoenix
I am from Indianapolis and looked at moving to Sacramento a couple years ago. Sacramento felt a lot like Indianapolis. I moved to San Diego because I wanted something different. I looked at moving to Phoenix right after college, and thought it felt a lot like Indy too. I am partial to california, but would gravitate to either Sacramento or Indy between the four. Las Vegas and Phoenix halve economies that were severely hit by the recession. Places that are nice to visit don’t always translate well into good places to live.

I'm from Indy and have been to Sacramento a few times. They aren't remotely similar.
I never have heard of anybody from outside of California vacationing in Sacremento.
Many people who choose to relocate to Sacramento do so for the California anemities like decent weather, beaches, mountains, and cultural attractions esp in the nearby Bay Area without paying an arm and leg.

Thats true. Added bonus Sacramento has its own cultural attractions and some unique features you can't get in the Bay Area.
Sac pretty much feels like Columbus or Indy dropped in the middle of norcal
Sacramento feels like one of the few places in the US where you can pretty much pluck someone from anywhere in the country and place them there and they won't suffer from major culture shock. It has elements of both the coast and well as the American heartland.
