Have you been to Quebec? I feel like anyone who has been would never say the bolded. Quebec's "charm" largely stems from the old walled city (the only one of its kind in the U.S. or Canada) which is a UNESCO World Heritage Site. That is the number one cultural institution in Quebec as it's a living, breathing history museum. There's nothing close in Buffalo or most other North American cities (not even Boston). It's also a strikingly beautiful place architecturally and offers a great amount of Quebecois culture. It's hardly a "novelty."
Outside of that, Quebec's local art, music, and dining scene is definitely a notch above what you'll find in Buffalo.
Just having old things doesn't necessarily mean it's culturally important. The Western wall isn't important because it's old, 1/2 of Jerusalem is just as old but the tradition and importance in the local culture makes it important.
Another example is Salem, MA the witch Trials were in no way Unique to Salem, but the way it interacts with the present day culture of the city is and thats part of what makes Salem special not that it existed in 1692 but that it's history is still tangible in how the city not just looks but acts.
Interaction with today and tradition matter not just age. I think Buffalos culture is as vibrant as Quebec City. I wasn't saying QC has no culture and it's just a novelty like Disneyland I was saying long term the novelty of foreigness would wear off and it would be seen that it's on par culturally with Buffalo.
However Economically QC is doing better every and is a safer city.

To be fair, Quebec City is 175 square miles versus 40 square miles for Buffalo in terms of city limits.
Yea, maybe someone can put stats out for 2017 Quebec City but within the boundaries of the city as it was before the 2002 municipal consolidations.
Or even better, New York state can do more consolidation itself and Buffalo and Erie County were merged (as should be done with a lot of New York municipalities to be quite honest).
1) Proximity to other cities and populated areas. Quebec City can feel isolated.
2) Public transit. Quebec isn't bad, but Buffalo has an actual metro and decent bus system.
3) Professional Sports. Bills and Sabres. Until Quebec gets the Nordiques back, they're not a major league town.
4) Diversity. Quebec City is unique from an American perspective because it's Quebecois and Francophone. But it's homogeneous, especially compared to big sister Montreal. Buffalo offers more on that front.
But overall for me, it's Quebec City and it's hard to not throw in "by a mile." Quebec City is prettier (architecturally and in terms of scenery), safer, cleaner, has better cultural attractions and institutions, better dining and shopping, etc. I'd rather visit or live in Quebec City (even as an English speaker) than Buffalo. I've, at times, looked for jobs in Quebec hoping to find something. I'd live there if I had the chance. On the contrary, while I don't hate Buffalo, I don't think I'd accept an offer to live/work there.
I'd add that Buffalo also has the better fine arts museum.

The old pre-merger city proper of Quebec City had about 180,000 people. The population has likely grown a bit since then in that area but not that much - it was already pretty built out. There might be around 200,000 in that area today I'd say.
