Who knows, you'll get nearly as many suggestions as there are posters and their cities. To demonstrate this meme, I'd probably choose Chicago for both, I think you could make a strong case for San Francisco for the dining and LA for top rival (though I think Chicago is a better *city*).
Lol opinions will be all over the place. It's hard to objectively argue against NYC as #1 for any urban/city related topics. But who is second is wide open tbh.
Personally my second choice is between Chicago or LA. Chicago is more like NYC-lite while LA is an enjoyable alternative in many ways. They would also both be my second choice for food as well.
Other cities to be in the conversation for second best "city" could be Boston, Philly, DC, or SF. Other cities that could be in the food conversation are DC, SF, NOLA.

Chicago is fine. LA is probably subjective as 2nd best, it wins on size overall, but I think a lot of Americans would claim a number of other cities as "better" in their point of view based on what they look for in a city.
LA on food solely might be number 2 though.
