Can't speak for Tucson, as it's the only one of the five I've never visited.
But generally speaking, the further west one travels in this country, the friendlier the residents get.
Philadelphians, however, are friendlier than both residents of other Northeast cities and the city's reputation might have you believe. We've come out smelling like a rose in a couple of surveys that attempted to determine how welcoming and helpful residents of various cities were to visitors.

How, exactly, did Philly get that kind of rep when it's generally the opposite in real life?
Nothing against Philadelphia... but I have been to virtually every major city in the US and do not find Philadelphia to be anywhere near the friendliest, pretty much the opposite actually.
I just got back from LA (a friendly city) and I was actually happy to get back to NYC with its impatient, fast-paced, terse attitude. I love the attitude of Philadelphia, NYC, Boston, but I do not think they are the friendliest.
Out of the 4 largest Northeastern cities, I actually think DC residents tend to be the friendliest.
Boston=snobbish/uptight yet lowkey
NYC=Very fast and short (like a short attitude)
Philadelphia=A combo of Boston and NYC, but with a little more ignorance vast disparity between its neighborhoods
DC=A mix of Philly/Boston/DC, but on a more subdued level.
Of course there are my opinions and experiences, we are allowed to disagree.

What about Baltimore?? See, y'all treat. Baltimore like the 5th Beatle around here. lol

Remember, I'm a Midwesterner by birth and upbringing.
A lot of people on the East Coast consider the Midwestern variety of friendliness superficial, but my impression is that Midwesterners display a more outgoing, upbeat attitude in general and are genuinely pleased to make your acquaintance. They'd probably consider everyone on the East Coast gruff.
I don't find people in NYC to be unfriendly besides some degenerate types that you would find in any city
