I've recently visited both cities, and found that both of these cities are relatively underrated. While New Orleans has its own style (Creole and Cajun) which it does very well, Houston has not only the mismash of immigrant foods, but its starting to develop its own regional style.
I wouldn't say they're underrated (Especially New Orleans). Like you said New Orleans has it's own style that's very popular and internationally renown. On the other hand Houston has the diversity of cuisine on it's side and many many more types of foods to choose from. I'll go with Houston.
I would say Houston, just by diversity of food options. Because it and New Orleans are in the same region, Houston has the same food that New Orleans has, but of course, New Orleans does it better, since New Orleans is more one dimensional.
New Orleans underrated? No.
Houston? I would say so.
