Downtown Oakland because it is more urban and more unique culture.

Downtown Providence or Downtown Madison?

Downtown Madison. Looks like it's more vibrant being a major college town. Downtown Peoria IL or Downtown Fort Wayne IN?

Close call. I would give the edge to Ft. Wayne for growing faster. It has improved with new shops and restaurants. Not too far from Detroit either.

Downtown Annapolis, MD or Downtown Huntington, WV?

Pensacola, more going on and can't beat the bay and the beach.

Downtown Tulsa. I like how pretty and well kept it looks. They are also building new condos there as well.

Downtown Columbus. Between the Riversouth area, Arena District and the continuous flow of activity along High Street into the Short North, Downtown Columbus easily.

Downtown Orlando. It is shameful that Phoenix downtown is what it is. Resembles more of a Jacksonville rather than the 5th largest metro area.
