So, I am currently living in Boston, and I hate it. The primary factors that I hate would be the weather, cost of living, commute, traffic, politics, and icy nature of the natives. I grew up in PA, and spent a few years in Virginia and Florida while in the Military. I loved living in the south.

I have a possible opportunity to relocate for a position in the DC/ Baltimore area. Specifically, it's right around Fort Meade, and it would also include a bit of a promotion and pay bump. Would it be worth the move? It's significantly closer to family for me.

Do you prefer to live in the Baltimore area, or the DC area?

If you dislike where you are and have a chance to move someplace new with a promotion/salary increase and close/closer to family I would say it's a no-brainer. If you're looking for more a laidback environment given your new work location you might look in or around Annapolis which doesn't have the typical DC area "all work" vibe.

You’ll probably have the same complaints about DC in regards to COL, weather, commute and traffic. The locals of DC are great in my opinion.

Now Baltimore is way cheaper than Boston.

Agreed, DC will have the same problems, with better weather, assuming you not a guy who "loves the winter". Baltimore is cheaper, I looked up the location on google maps so you can live in Baltimore not DC. The thread should be DC vs Baltimore, I think you're out on Boston.
