In the US, the top 25 metropolitan regions offer a ton of opportunity to experience living in a highly cosmopolitan "city." Some metro regions knock this cosmopolitan culture, variety and vibe completely out of the park.
However, a few really miss it, for many reasons.
Which metro areas, out of the top 25 in the US, really FAIL to be as cosmopolitan as the *SHOULD* be for their size, based on these factors:
--opera, symphony, museum offerings
--multiple and diverse ethnicities
--density and walkability
--many cuisines from vegan to sushi to russian to ethiopian
--vibrant nightlife in form of live music, clubs, bars, and networking events
I'm guessing that outside of diversity of people and cuisine, Riverside/San Bernardino may run away with this because it's more of an "artificial" MSA and is just the primarily suburban part of metro Los Angeles.
Or maybe the regular punching bags (Sunbelt cities outside of California) will top the poll because most people will only consider the third criterium. That's probably what will happen.
In this day and age it's a real stretch to call Coors beer. I'd rather drink outta the toilet than drink that crap.
Maybe you would like Yuengling Traditional Lager beer .... billed as America's Oldest Brewery not oo far from me? A deeper golden color and bit stronger.....

Seems to me an odd definition of "cosmopolitan". What about the number/percentage of people working in knowledge industries? Number/quality of higher educational institutions? Number of foreign visitors?
I would say the BEST/Most offerings in no particular order:
1. New York City
2. Los Angeles
3. Chicago
4. DC
5. Philadelphia
6. Boston
7. San Fran
8. Miami
9. Seattle
10. Minneapolis/Atlanta/ San Diego
WORST/LEAST offerings:
1. Riverside/ San Bernardino
2. Phoenix
3. Tampa
4. Orlando
5. Charlotte
6. St Louis
7. Houston (not bad, but for such a large city, its lacking)
8. San Antonio
The rest are in the middle.
I wasn't really rating this on which metro is the "most" cosmopolitan, because that requires a lot more factors, I was more going on offerings. However, if you were basing this on being cosmopolitan, the top 10 would largely remain the same.

How does Houston rank as one of the worst for offerings? Maybe for tourists, but for actual residents, I'm not seeing it at all. Shopping, performing/visual arts, sports, restaurants, concerts/special events, etc....its offerings/amenities are pretty appropriate for a metro its size IMO.
