I have not lived in all of these cities but I have lived in SLC and Seattle.

If I were in your shoes, I think SLC would check off a lot on your list.

Oregon and Washington are pricey and I'm assuming Chicago and Philly are too. Great if St. Louis has lower cost of living but no mountains there (at least, not to my knowledge).

SLC has lower cost of living and you seem to already really enjoy hiking in those mountains so I'd say go for it! I have many friends and family in SLC and they all seem to love it.
