Out of these 5 cities, which is the best city for Entertainment, Weather, and Shopping?
Out of all the cities, I would prefer San Antonio.
Weather: I prefer San Antonio climate over the others. Then again I like medium humidity with large amounts of rainfall and very warm average temperatures.
For me personally, the humidity is worth the lushness of San Antonio. The others have much lower humidity on average but they aren't nearly as lush.
El Paso has fantastic temperatures during the course of a year. Nearly as warm as Phoenix in the winter and warmer high temperatures than Las Vegas. I was also surprised that the average summer-time high temperatures are only in the low 90s with low temperatures averaging the upper 60s.
Although, every one of the cities does have some serious heat waves though throughout the course of the summer.
I am not into entertainment and mainly shop at big-box retail, so would be hard to form in opinion.
Las Vegas clearly wins on two out of three here, but weather is debatable. Vegas receives the least amount of rain, potentially the most sun, and might be the hottest on this list in the summer (and maybe one of the coolest in the winter due to the aridity of the Mohave Desert).
Personally a Vegas summer wouldn't bother me as I don't think it's much different than Tucson in regards to temperatures but I would hate losing half the rain that I get here in Arizona. I do like that Vegas has cooler winter lows. El Paso on this list has the best weather in my opinion, as it is a wee bit more moderate.

When you say cooler winter lows, are you factoring in the cursable winds that can blow through that city, and we're talking uncomfortable windchill!
I would pick Lubbock at this stage in my life....i am actually thinking about moving there....my main reason is to be around more of my church of Christ brothers and sisters and its more exciting than where i live now (Mitlan) and it has Krispy Kreme and its closer to home.I love San Antone too and i am thinking of living in that area too.
Being second generation military, I have lived in many places. Of the list, I have lived in El Paso, San Antonio, and Las Vegas. I have only visited Tucson for work. So I can only rate those 4 cities. Although I lived in El Paso the longest(11 years), retired from the Army there, and ownd a home there for 20 years, it is not at the top of my list. I like it, just not at the top of my list. In order of most favorite to least:
1. Las Vegas. Barely edges out San Antonio because of the casinos.
2. San Antonio.
3. El Paso.
4. Tucson.
All of them have the climate I like. I hate the cold, but hot weather doesn't bother me. When I briefly visited Tucson, it seemed liked a "cleaner" version of El Paso. If it wasn't for the fact that Arizona has an income tax, El Paso and Tucson would be a tie for me.
This is basically a competition between Las Vegas and San Antonio. I prefer San Antonio because of its scenery, and superior downtown.
I agree it is between these two having spent time in all cities listed.
With that being said, according to the criteria listed by the OP it’s easily Vegas on two out of the three with weather being the only point that can be argued. There are few cities in the world that can rival Vegas for entertainment and shopping.
Tucson is much better than El Paso, but many people have said they are exactly alike. In some ways yes, but I like Tucson better because it's much cleaner, more entertainment, and it's location is better than El Paso's. You can go to San Diego, Phoenix, Las Vegas, and El Paso, all within a really close distance. El Paso is the middle of nowhere and is a dirty border town in my opinion.
Lubbock is just flat out boring and bland and it's mostly old people who live there. The only young people are those who go to Texas Tech temporarily and leave right after. I've noticed it to be kind of dirty, maybe a little less dirtier than El Paso. The air smells like cows sometimes.

A bit surprised that Lubbock is listed here, since it's by far the smallest metro area at 315,000. I'd characterize it as a large college town that punches above its weight for entertainment, food, and other amenities since it's the largest metro within a 250-mile radius ("Hub City"). A surprising number of musical acts make their way there, and that number should only increase when the $154 million Buddy Holly Hall opens in roughly a year and a half downtown. It has a competitor to TopGolf (4ORE Golf), and an outdoor adventure park should open next year. A microbrewery just opened downtown, and another should be coming in a few months, half a mile away. The area has had award-winning wineries for decades.
Don't know what you consider "old," but the 65+ population in Lubbock County is 12%. According to this, Lubbock's median age is younger than both the state's and nation's.
