Toronto over all but DC is good also.
Especially when it comes to African(Ethiopian,Nigerian,Ghanan etc)

Toronto does West Indian and Asian better
Like others have said ,DC does high end better but its no slouch either

I agree with a few of the comments here so far. I think Toronto has grown considerably in the past 5 years when it comes to its culinary scene. Local chefs are taking more chances and putting out some seriously impressive food. The main issue I have with the Toronto food scene is while there is a ton of variety, most of what these local places pump out in terms of "International" food is still watered down for Canadian palates.

There are exceptions to this of course. As Bostonkid mentioned the Chinese food scene in Toronto, especially the suburbs is crazy impressive. That means alot considering how diverse Chinese food is. Basically every regional style of cooking is represented and on par with what I have had in Hong Kong and China. With that said so many other communities are saturated with tons of options, but as mentioned dumbed down to an embarrassing level. For example my wife and I are West Indian and there seems to be a "Caribbean" restaurant on every corner in Toronto, but we have never had a knock your socks off West Indian meal in Toronto. Considering how large the community is, it is one of the worst Caribbean food scenes when you compare it to the other diaspora heavy cities like London, NY, Miami, Boston, Hartford, etc...No idea why this is the case, but it hasnt gotten any better. If anything it has gotten worse over the past 10 years. There are other examples as well, but I wont get into it now.

I agree with this post 100%, especially the bold part.
For as large as the Caribbean population is in Toronto, I can find better quality Caribbean food even where I live.

To me, Toronto seems to be more about variety than quality.

Yes, I lived in Central Florida for a while as well and I would take Orlando's West Indian places over Toronto any day.
