To make this question much clearer you would have to pick a city that is not named DC, Boston or SF.

Hmmm would Jersey City be a top contender?

Cities in another city’s metro should not count.

So, the question is, are we talking cities under 1mil or metros under 1mil. City would be Boston or DC. Metro is probably some college town.

States Island is literally part of the city. It is governed by the mayor of New York and New York city council. It is served by the NYPD, FDNY and New York Public schools.

If it is for metro area, then you also have to consider some college town areas that likely has at least decent public transportation. A couple of areas that come to mind is Lansing’s CATA and Ithaca’s TCAT.

I know Albany’s CDTA has been recognized in recent years by APTA.

Yeah Champaign-Urbana and Madison in the Midwest both have excellent bus public transit.
