Boston almost certainly tops DC when it comes to top tier R&D talent between the universities and existing tech start up scene. But, ultimately HQ2 is looking to hire thousands of smart hardworking techies rather than a small number of world renowned genius types. The DC MSA is probably a better place to do that given its historical ability to add housing faster than Boston.
