Surprised to see 3 California cities in the top 10 given California's reputation for being hostile to business.
I was surprised too. CA is a very expensive place to operate a business compared to other areas in the nation that have high qualities of live, good workforce, yet low living/operating costs. They wouldn't be in my top 10.
CA makes sense for high end things like starting an AI company. You would need lots of capital and the potential, a highly skilled workforce and great returns to justify the COL. If you can swing it then the QOL is worth the cost. It's simply that most people don't work in tech so they wouldn't care to spend a zillion dollars to start a business in San Francisco.
Personally I think that Raleigh-Durham or Austin are the best bang for the buck.

In the tech world, it's as much about ego. Why go to SF if it's so expensive? "Just want to be around the scene."
