West Virginia vs Missouri (Not Including STL and KC) (state, better, comparison)

I figured this would be an interesting comparison. Both states have a lot of beauty but also a lot of decline. I think if you remove the STL and KC metro from Missouri they have a lot in common. I wondering which region do you think is better overall. Some criteria to consider.
1. Scenery/Parks
2. Economy
3. Livability
4. Future Potential
5. Culture
6. Location

1. Scenery/Parks - WV. The Ozarks are very pretty but no match for Appalachia.
2. Economy - Probably MO currently
3. Livability - WV - much better weather overall IMO
4. Future Potential - Giving the nod to WV; it just needs to get out of its funk and embrace/capitalize on its natural beauty.
5. Culture - Tie
Overall, I'd pick WV, but I'm partial to its mountains and skiing opportunities.
EDIT: 6-Location was added later - WV still, because of point #1 above. As a bonus, you are much closer to a lot of east coast cities.
1. Scenery/Parks: Basically Ozarks vs the Mountains. So it's subjective
2. Economy: Missouri
3. Livability: Missouri
4. Future Potential: Missouri
5. Culture: I don't like this term because it's so loaded. Like if I said Missouri Culture vs. West Virginia culture it's so ambiguous so I'll be biased and go with Missouri.
6. Location: I'd have to go with West Virginia on this one because it's in the east in proximity to the great cities of the East Coast and then some.
What a weird way to deconstruct one state and then make it compete with a complete state. The fact that a gutted Missouri still is competing with a complete West Virginia sure says a lot about West Virginia, doesn’t it?
