I said without a doubt in terms of California as a whole(although i would still say Bay Area is the most influential in slangs than LA) because both The Bay & LA has contributed so much in slangs and other aspects in Popular culture that the world follows. I just seen your thread and many people there mentioned the Bay Area too. And yeah i'm from the Bay so i have heard many slangs that started here are national/global now as mentioned in the article you shared as well: Fasho/Fo shizzle, Hella, ballin', Yee, Skkrt(the sound a car makes during a fast turn, there's even a indian rap song about that word now has like 19 million views, i'll share the link in the bottom), On Mommas, Slaps, F***s with, Yadadamean, Bruh, hoodlum, 4/20, trees(weed), finna, to dip, to cop, tryna, whip all orginiated in the Bay Area and so many others. Those words mostly came from Oakland itself, not the Bay Area as a whole. And some of the other ones you mentioned like finna were also developed independently in the south.

Lol Oakland is in Bay Area and Oakland rappers always repped Bay Area to the fullest so i don't see your point. I'm pretty positive that Finnna originated in the Bay Area, southern artists have used lot of slangs from the Bay for long time so you might think it developed over there. Apart from slangs, Bay Area influenced southern Hip Hop to great extent from Master P's business strategy before he created No Limit Records(he learned that from independent Bay Area artists when he was living here), Zaytoven was from the Bay too so he started incorporating Bay Area's sound into southern rap(watch his interview i'll share the link below), The Bay also influenced Tupac in terms of him learning the "Game" and Bay's Mobb music influenced G funk as well.
I also doubt the claim that everybody uses California slang. I never use the word hella. I have heard it before, but it’s not very commonly used around here. Also I’m pretty sure words like mad, deadass, B, tight, wildin, bugging, lit, not for nothing, and many more come from NYC.
And I think the words y’all and ain’t come from somewhere down South.

In the US, I guess it can be a slight lean to California. Looking at it from outside the US, I'm not too sure. Possibly California as well...
