In the last two years, I can not think of a single major city I have been to which does not have scooters except maybe Orlando. Here in Louisville, the main players for scooters are Lime and Bird. Louvelo is the bikeshare. This summer, Bolt showed up.

In a city this compact with very interconnected urban neighborhoods, its a literal game changer. Corner urban development has accelerated drastically in the last 24 months.
Regarding Nashville and Atlanta, I think Atlanta in particular is just too big for scooters to be of any real benefit and are quite annoying there. The problem with scooters in Nashville is Broadway in particular is too crowded. I have almost been nailed by scooters several time from people breaking the law and drunk on them, etc.
To me, scooters are more beneficial in mid sized cities without great mass transit. I think scooters are great for exploring Nashville. I spend alot of time there for business and since 12 south got ruined, I have been really loving scootering around Germantown (Nashville). That's my kind of more gritty hood. To answer the OP, I think scooters are a bigger problem in ATL...with a pretty reliable mass transit system, wide parkways and a pretty car centric metro area, its not scooter friendly and frankly extremely dangerous.
