February is high season. It is warm enough to hang at the beach, go in the ocean, hit a pool party, Stone crabs are in season, hit a great club and/or lounge (E11even is open 24 hours), and there are a couple of cool events that month including The Coconut Grove Arts Festival and South Beach Wine and Food Festival.

Wynwood does have a shooting range as well as graffiti art and craft breweries (though please shoot before you drink).

Miami would be the my first choice and then Atlanta of the 3. New Orleans is another contender also.

Atlanta may combine your conditions better. More of a distinct pop culture and Hollywood south for daytime requirements

Miami on nightlife solely.

Depends on what you're looking for...but I'd say Miami is setup the best for tourism.

Although, it appears you mentioned dive bars? There isn't a dive bar within 100 miles of Miami Dives do not jive with the culture there.

As others have mentioned, always consider New Orleans.
