Better Snowbird Florida city... Tampa vs. Jacksonville (living, cost, state)

My uncle is recently divorced and has retired from the military as of July 2019. He is starting a new career in IT working in the private sector, and has a job he has accepted which will allow him to work from anywhere. His primary residence currently is in Northern Virginia, which he intends to keep. He will however split 2020 and future years in Florida.
He spent a couple years in Jacksonville early in his career but has not lived there since, only visited. He sees Tampa has a higher overall cost of living, but sees some other benefits there that he doesn't find in Jacksonville.
Any advice, thoughts welcome.
His budget - $225-250K for condo or townhome where he would rent out when he isn't in Florida
Tampa is a decent bit nicer city (Gulf side is prettier than Atlantic IMO although the Jacksonville area is kind of picturesque), so that would probably be higher on my list, but I'm not sure what you can buy there for $225-$250k.
I like both cities, but prefer Tampa. As others have said, a better snow bird city. Much better beaches, IMO. More to do overall as well. I really love the Tampa Bay area.
Do either Sarasota or Fort Myers provide the dating scene he would find in Tampa?
Oh sorry I didn't see anything about dating. If that's a priority I would imagine Fort Myers would be the better choice for that. Sarasota is still a relatively young city, though.
Depends... How old is he? What type of dating is he looking for?
He is late 40s and is interested in dating younger women early 30s max.
