London Ontario pop 435k is now at 4 with total metro area of 550k at 5.
Much different makeup of Canadian and American Cities. Especially vs the Mid-sized ones. Also just the HUGE City vs small metro is unlike US cities.
Just Minority demographics is much different then vast majority of US cities of its size.
Visible minorities make up 16% of London's population and include Arab (2.8%), Black (2.5%), South Asian (2.4%), and Chinese (2.2%), in addition to 2.4% Aboriginal population. 2016 stats.
Now Toronto is another ball game with immigrants alone. Honestly .... London ON is 2.5% Black. My small central Pennsylvania city has a higher %.

* Per Sun-times homicide tracker, excludes the Chinatown incident and another fatal shooting in West Garfield Park. Counting both events would put it at 613. West Garfield Park has been too hot lately. There has been three homicides since yesterday. I think that neighborhood alone has seen over 30 homicides and well over 100 shot, and the population is just under 17,000 concentrated within an area that spans just over one square mile. District 11 (which covers West and East Garfield Park neighborhoods) is the city's heroin capital.

Your number for Seattle is very old- from 8/31. There have been multiple murders since then but I’m not sure exactly how many. I think the number is closer to 35 now, maybe more.
It's the Z Generation (a.k.a. Zoomers) and how they were raised. They tend to be more prone to violence than Millennials and the pandemic definitely didn't help. Generation X in their youth during the 1980's-Early 90's were pretty violent as well.
Violent crime and murder was higher in the 2000s than the 2010s though. There were also 20 million more people in the US in 2019 vs 2009.
From 2000-2009 there were 163,068 homicides in the US.
From 2010-2019 there were 156,171 homicides in the US.
Also robbery and assault is down quite a bit now compared to the 2000s. Vehicle theft is down by a lot.
The last few years there's definitely been a big uptick in homicides in some cities but as a nation we're not seeing that much of a jump vs the 2000s. Even NYC with its happenings this year is still even safer than it was 10+ years ago. LA County is much better now. DC, Atlanta, and Oakland are better. Detroit's better.
