-Downtown/Architecture: Portland for downtown; Baltimore for Architecture
-Education: MSP (Public education in Minnesota is far and away better than the others)
-Diversity: Baltimore
-Safety/Crime: MSP
-Scenery/Outdoors Activities: Tie for Denver & Portland (Both are superbly excellent)
-CoL: Adjusted for quality of area and housing: MSP; Bulk CoL: Baltimore
-Culture: Baltimore
-Economy/Job Market: Denver with MSP a close second
-Food: Portland
-Nightlife/Entertainment: Portland
-Transportation: Portland (Trimet crushes metros much larger than it)
-Suburbs: Tie for Denver & MSP (Both have very excellent high end suburbs).

I would take Portland in most categories, but Denver for Economy.

Baltimore cannot compete with these cities in any meaningful way, other than being a dangerous suburb for DC government jobs.

You actually really think Baltimore is the worst of these 4 in architecture? Downtown is debatable, but architecture, really?

Economy/job market? Yeah. Not the greatest.

Food? Really? Baltimore last in food? That's wrong.

Nightlife/entertainment? Compared to most other major cities, likely not tops. Compared to these, though, it's pretty solid.

Transportation? It doesn't have what Portland has, but it has some rail lines and is located in the Amtrak NE Corridor.

Suburbs? You actually think Baltimore has the worst suburbs of these 4?

You didn’t list that Denver is 23% Hispanic also. All of the other metros have higher Asian and Hispanics percentages than Baltimore, but much smaller Black populations.

Yes, and that's in the MSA, not just in the city of Denver. The city is 29.7% Hispanic. So as one can see, the suburbs are also diverse.

Denver's Hispanic population helps. But without a doubt Baltimore is more diverse than Minneapolis. For the other two, Baltimore is still the least white. Portland is 12% Hispanic while Baltimore is 6%, but Baltimore is nearly 30% black and Portland is only 3%. Its Asian %age is only 1% higher than Baltimore.

And not just based on skin color/ethnicity, but Baltimore has the higher Jewish population which adds to diversity and has a Little Italy. Albeit Little Italy isn't full of Italian immigrants anymore, but Baltimore's white diversity is more similar to other Northeast cities, whereas white populations in the other 3 are more monotonous. So even with a lower white percentage in Baltimore, its white population is also more diverse.

Denver definitely does better than Portland and Minneapolis for diversity. They're both known as two of the whitest major metros in the country. To clarify, though, I never meant to say that Baltimore is definitively the most diverse in every single way over Denver. My point was that it's crazy to assert that Baltimore is the absolute worst at every single criteria on this thread.
