Whoa, that's insane.

This is exactly what I meant when I said "It seems like there's still some political tension there"...the freaking mayor has a serious axe to grind and tries to push this narrative that Charlottesville is this inherently evil, racist, white-supremacist place. I'm sure that in her mind, Charlottesville is just a big plantation where the rich whites keep the blacks enslaved.

Doesn't give you a lot of confidence when the mayor is trying to push this "white vs. black" agenda.

Racial and political tensions are high in Charlottesville -- it is still a small southern town. And although Cville is pretty liberal, thanks to UVA, the surrounding areas are NOT.
