Block Island I'm sure is cool, but I'll pick Providence as I haven't been there before myself. And I had heard good things about that city, myself.

Hartford, CT, or Manchester, NH?

Probably Hartford. Since it's bigger I'm sure it has more to do. Denver or Portland OR?

Denver or Portland OR?
To live in, I'd choose Portland, for its greenery and milder winters.
To visit, Denver... there's so much nearby mountain territory to explore.
And probably more urban attractions as well, since it's a bigger metro area.
It even has an aquarium, despite being 1,000 miles from the ocean.

New Orleans or Atlanta?

Atlanta. More things to do and better shopping.

Racine, WI or Richmond, KY?

SLC easily. Nothing against Denver but I would like to see what SLC is all about. Looks like it has neat and compact downtown for exploring.

Knoxville, TN or El Paso, TX?
