Both areas are made up of a cluster of cities to make up a region. Both are military friendly and are surrounded by large bodies of water. Both have decent (not great) economies and affordable housing (relative to the rest of the country).
If you were thinking about retiring, which would you choose?
Tampa Bay. Some of the best beaches in the nation. Its cost of living (though not huge) is noticeably lower than Tidewater. Lots more to do recreationally. Close to Orlando and its offerings. I do love the Tidewater/Hampton Roads area. But I lived in Orlando at one time and just fell in love with the whole Tampa Bay/Orlando corridor.
Definitely Tampa. The area is already retirement friendly and offers so much to do. I like Norfolk as well, but this is not very close. I think Jacksonville is a better comparison.

Tampa Bay, and it's not even close (for me, anyway).
I'm a bit biased, I have friends and family in Tampa and grew up in its shadow. I also spent time in Norfolk during my Navy years. Let's just say Hampton Roads is not a good match for me, at all.
