Not bad....but I’ve lived in both areas—give me my compound on Star Island (Miami Beach) with dock so I can take my Sunseeker, Benetti or Riva yacht to the Bahamas, Islamorada, Ft Lauderdale and pull up to Kiki on the River on Sunday Funday (with my harem of Venezuelans, Colombians, Brazilians, and Russians), private jet that I take a short ride to Havana or Cancun to load up on cigars and rum or St Barthelemy (plus much closer to Europe and South America) and Bugatti Chiron that I drive to Palm Beach, Naples or the Keys when not trolling around greater Miami and nightlife whose last call goes hours beyond West Coast 1:30AM as well as some places that serve you alcohol ON the beach....and keep more of my wealth with no state income tax (we all know how much affluent hate paying taxes).

LA by far. LA offers more of everything--and better of most everything.
The only real thing that LA lags behind Miami in, is lack of warm ocean water--and clear ocean water. The waters around Miami are better, in my opinion.
Otherwise, LA is on a whole other level of luxury, affluence, location and access.
If I were mega wealthy, Miami would be a place to go for a week or 2 of luxury fun. I'd never live there. LA has mountains, hollywood, better bars/restaurants/nightlife, better overall weather, better luxury shopping, and proximity to San Fran, San Diego and Hawaii.
Miami. I would've gone with SoCal 15-20 years ago. But CA's state politics has just gotten too extreme for my taste. The COL is out of control, even compared to Miami. I'm not "rich", but I do have money. Being wealthy will never determine where I live. Just because I can "afford" to pay exorbitant taxes to the government and over-pay to live in a high cost of living area doesn't mean it's a wise thing to do. I don't have what I have because I overspent. I've never understood that line of thinking. Most of the time, a quality lifestyle doesn't have to include tons of money, trust me. To each his own.
Yeah California has shot itself in the foot if not blown it’s legs completely off.
The full ramifications have yet to catch up with it’s silliness, and of course there are those who actually cheer on the insanity.
I’d prefer California weather, but in this scenario (which I will never have to worry about), Miami’s lower cost of living with Florida’s far more sensible politics... i surprisingly might have to go with Miami on this one.

One more credible source validating a move of affluent (some bringing firms with them) to SoFla that has picked up even more steam since Covid 19 and is likely to be more than just temporary (and it is not just wealthy NY’ers coming down):
Seeing that this wasn’t a binary choice I might edit my earlier response as follows if confined to these areas:
SoCal : 4 months (June 15 - October 15)
Miami: 8 months (rest of year)
In actuality, I usually end up taking at least 2-3 vacations between June 15 - October 15.
