This is not really accurate at all.
If it's your opinion, well, I'd suggest visiting both Chattanooga and Knoxville again and visiting the downtowns in both cities. Both are vibrant, with many bars, restaurants, retail and office activity, pretty dense in terms of buildings, and growing well. Neither cities are "depressing."
Huntsville is certainly a growing city, and has many nice areas, like Chattanooga and Knoxville (and Greenville). But its downtown leaves a lot to be desired.
