What State does the beach the best on the East Coast?? (compare, population)

We often compare cities, so lets compare beaches and beach communities and the states they are in.
I am focusing on just The Atlantic communities because I find the Pacific beaches are actually very different overall.
Lets try to focus on the months of May - September in this comparison to make it a bit more equal in comparing the communities since from early spring to early fall is the time of the year when most people vacation and visit the beach overall.

Accessibility to the beach front (less homes on the beach and more public space):
Proximity to large population centers (easy to get to the beach):
Transportation access to the shoreline (is it easy/fast to get there):
Things to do on the beach (aka something like the boardwalk or activities right by the beach front):

Best Sand (this actually differs and makes a difference):

Panama City Beach
Great clean water
Powdery sand beaches
Plenty to see and do locally. Something for everyone
Destin, P'cola & 30A is a short drive away
Reasonable prices
Miami Beach
A lot pricier than PCB but great water temp even in the winter
They opened up a Buc-ees near St Augustine. That will propel that area up on quite a few lists.
While scenic, the water in Maine is too cold for my liking, even in August.
Panama City Beach
Great clean water
Powdery sand beaches
Plenty to see and do locally. Something for everyone
Destin, P'cola & 30A is a short drive away

I think the OP only wanted the Atlantic side of Florida only even though the Gulf is part of the Atlantic Ocean.
I like the northern beaches best. I don't really go to the beach to swim, I like to walk around, see historic sites, and admire scenery. It's more accurate to say I like visiting the coast than visiting the beach. Most beach towns that are geared towards families are not really geared toward me. My favorite beaches are on Cape Cod. I think Cape Cod has the most scenic beaches, but Maine has the most scenic coast, if that makes sense. Rhode Island is kind of a good mix of both, with a little bit of rockiness near Newport. If you count Newport as a beach town, then that would be my favorite. Provincetown, MA is my favorite quintessential beach town. I like the scale of the Connecticut beaches and towns east of the CT River, since they're usually not as crowded and have some nice nature trails attached.
For southern beaches, I like the NC Outer Banks.
My overall favorite beach state is tough. I'd go with Massachusetts, but Rhode Island is a close second.
I don't have a least favorite beach state. Every state has at least a few nice beach towns I like. I've never been to a Florida beach, though.
