I'm not s fan of beaches or ocean views. That said, beaches are good for 2 things. Beaches are there to cross to get on a long cruise ship journey and where good seafood caught is brought to shore. Texas wind for me by those uses.
Do people take cruises out of Texas? I've never done the cruise thing (sounded gross even before the Pandemic) but I feel like that'd be something I'd fly to Florida for. Seafood is decent in TX, but much better in New Orleans. I'm not really sure sure how NC compares on that front (I don't hear a lot about Carolina seafood).

Yeah. Cruises leave out of Galveston all the time. Cruising isn't my cup of tea, either. Wife really wants to do one, but I have no desire to be crammed into a floating tin can with a few hundred to a few thousand complete strangers carrying god knows what. There's a reason why norovirus spreads like wildfire on those things (think people not washing their hands after taking a dump and then proceeding straight to the buffet and/or coughing without covering their mouths in those close quarters). Mmm mmm good!
I might be bias but I just don't see how North Carolina blows away Texas. If it was between Florida or California vs Texas I can understand, but just looking at the pictures of North Carolina beaches it's looks just like beaches in South Texas.

I mean there's more beaches than just the outer banks. Not one time could I not swim in Fort Fisher, Kure, Wrightsville, Topsail, Carolina, Holden, etc.
Granted location wise for you VA Beach makes more sense to get to vs driving further out.
I never got to Topsail when I lived in the area. It didn't matter because all of the beaches that I visited were nice.

The Outer Banks are perhaps the most unique coastline in the 48.

South Padre is solid, the biggest issue is that it's so far away from most of the cities. Galveston and Port Aransas are not great.
Not a fan of east coast beaches. They aren’t any more desirable than Texas beaches. The best beaches I’ve found are in Florida on the Gulf side and Miami area.
North Carolina and it's not close at all. They are in the top 10 or maybe even 5 nationwide. And the tallest most known lighthouses of any of them.
