Where is Salt Lake? It is the clear winner in this department and is definitely larger than a few cities on that list (Portland, Las Vegas, Sacramento) Riverside is also part of greater LA.
Of these choices I would probable say Seattle or Denver. Las Vegas is also no slouch.
I'm leaning towards Seattle and Portland, just because of Seattle's sheer quantity of that stuff, and the Portland metro's relatively small geographic size (because of the urban growth boundary) and low traffic volume making it easier to get to the mountains.
They're not in the top 10 biggest but Reno and SLC (as noted above) are top-tier for this.

Salt Lake is definitely much smaller than Portland, by every metric. I think Sacramento and Vegas also have larger metro areas then SLC.
Though I agree Salt Lake wins in both mountain scenery and mountain access.

The metro population for Salt Lake is very misleading much in the same way as it is for the San Francisco and Raleigh.
SLC doesn't function or act like a metro of 1.2m but moreso like a 2m metro as Provo and and Ogden have definitely become integrated into Salt Lakes urbanized area.

Downtown Salt Lake is small for a metro its size. . Much of the city and metro is suburban.

Even then, Portland metro has 2.5 million people so it's still larger by comparison.
