If you can afford it, go Denver for weather, a more central location, more progressive governance, better airline connectivity and WATER availability. Do not underestimate issues with desert living an drought along the Colorado river. As far as your political leanings, if you can't stomach Gov. Abbott, then you can't consider any southern states east of Texas because most are just as, if not more, conservative. Same thing in AZ. Look at them doing a Presidential vote recount! Remember who was Maricopa County (Phoenix) sheriff - Joe Arpaio I like to look at local government as much as state level.

You do realize Denver is just as reliant and potentially moreso on the Colorado River than Phoenix is?

How so? It's on the other side of the continental divide. Some of its watershed is on the west side, but it looks like a small fraction here.

Yes, but AZ is last in the pecking order to receive water out of the CO River Compact. The order is CA, NV, CO, UT, NM, AZ. Individual Counties and cities may have alternate slots over others, but that is the state order. CO's biggest risk is CA and NV calling in more of their rights.

That is City and County of Denver exclusively. It does not encompass the entire Denver Metro area, many municipalities of which do have collection from the far western portion of the state.
