Out of those Portland is your best bet.

I actually don’t have any preference for the weather but I am not a big fan of heat or sun. I do really like more like having the four seasons and if there is snow I would like it as well.

Yeah they shot down a train-commuter system in 2018. They probably regret it now.

Raleigh.

The biggest issue with Raleigh are that there are only a few roads. They are very wide but dont handle traffic very well at all. Ie. Glenwood Ave

Definitely Portland then. Buckhead (Atlanta?) is hot as is Raleigh. Not sure about Kansas City. But I would think Portland has more going on and it has better public transit.

Look into Washington DC, specifically along Connecticut Ave. NW. It's a pretty neighborhood, safe, very walkable, plenty of neighborhood shops, services, and restaurants and along a subway line that runs downtown. Lots of well-kept apartment buildings with prices in your price range. And because its the capital, the economy is always a bit stronger there than in the rest of the U.S. I sort of think of it as Manhattan-lite. 0ther DC neighborhoods might work too, but this is the one I know about.

For Oregon, the income tax is pretty high, property tax is about average, and there is no sales tax.
