Really the main transfer was a century ago. Ballard mostly feels like mainline Seattle with a lot of Nordic/Skandanavian names and a big fishing industry.

The Scandinavian heritage is still pretty embedded in Seattle's identity and culture, even though demographically it has absolutely faded. If you visited Ballard in the 70s and 80s you were very likely to run into someone with Scandinavian roots. If you visit Ballard now you'll likely find a Scandinavian themed distillery or bar, and perhaps some vestige businesses like Larsen's Bakery or Scandinavian Specialties (Scandinavian meats, fish and oddities), and maybe an old timer or two.
