I’d probably go New York. Combination food and ambience.. Very few things more special than a New York steakhouse around Christmas time. The lights, the people, the atmosphere.

NYC—great porterhouse throughout the city.
(And when I’m less hungry but still want that marbled, dry aged meat flavor, the Black Label burger—more like chopped steak—at Minetta Tavern is the gold standard).

Chicago is more of a "steakhouse" city historically, due to it being in the middle of the midwest and adjacent to farm country.
More specifically, the stockyards. Which incidentally was the inspiration for the name of the Chicago Bulls.
I don't know if the other two cities are "better" steakhouse cities or not, but steakhouses are more intricately tied to the city culture in Chicago than the other two. IMO that heritage is at least a tiebreaker.
