Those would not the two cities at all.
I'd say San Jose and Atlanta
I was picking random pairs of cities first, then trying to think of a city that would be their baby. That said, I don't know much about Jacksonville.

If Kansas City and Wichita had a baby it'd be Oklahoma City.

They did, or was Bloomington. Sssshhhh, don't tek anyone.

I think if San Antonio and New Orleans had a baby it would be Houston.

Houston has that long Tejano influence but it also has that Creole influence.

Areas like the east side of Houston remind me of San Antonio while West Bank New Orleans metro reminds me of South West Houston. Houston is also known for its tex mex inventions although Tex Mex is associated with San Antonio; and Houston is also known for its seafood although it didn't inherit much Creole Cooking genes from New Orleans.

Houston doesnt remind me at all of San Antonio simply because the later is much more historically Mexican. They actually dont have a large number of Mexican immigrants given its size.

To that point, Ill try it out.

Los Angeles + Lake Charles = Houston

Los Angeles + Wichita = Dallas

Los Angeles + Augusta = Atlanta

I use LA a lot in these because it was the blueprint for what the other cities eventually followed: Building outwards instead of up, large busy freeways, and suburban lifestyle that incorporates into the city.
