The times I've been to Portland have been great and the multiple people I know who are from and moved there seem to genuinely being have a pretty good time, so I'm not sure why it should be contentious. I get it if someone wants a really big city or they need the ocean nearby, but overall, it's pretty great for a US medium-sized city.

Those are some dubious stats, man.
Salty Lakes:
First the city can be considered somewhat dull on its face. Except it has Solitude, Park City, Sundance, the Unita/Wasatch Mtn Rd/a.k.a. Rt150, the best skiing/snowboarding, mountain biking, camping, trout fishing, hiking in the West.... then a couple hundred miles away, Bear Lake, Teton, Wind River Ranges, Teton/Yellowstone Natl Park/s,............
Too many world class wilderness/recreation areas to explore
to rank so low. Count me as an unbeliever!
Oh, i like LA. But, there's way too much i don't like about S. Cal region.
There's no upper middle class. Next to nil upward mobility.
Mansion/ ultra expensive home near the ocean
or fully craptastic sprawl subdivision w/ Brady Bunch lawn (if that).
It's either rich/ lower middle class/ or working/non working poor.
The list also looks politically biased to **** some more on flyover country.

Considering per the Census that it's been the 3rd fastest growing Metro for the last 5 years, it's ridiculously low.

I would agree. Both cities have it all in spades which is why they are world class. Other cities in the US including Chicago which I absolutely love, have a lot going for them too, but not quite all the good, bad and the ugly...that LA and NYC offer. These two behemoths truly make the world go around. The others not so much...maybe with the exception of SF and DC which do have world influence from tech and gov't.
