All northeast cities.
You would think Detroit would be higher, with all it's vast urban prairie, and reputation for lawlessness.
1. People keep saying lawless. It doesn't have to be a lawless environment. Police can'tt and won't chase you on these things due to public safety. Many of these cities are very full of laws/restrictions in most areas. It's just begrudgingly tolerated.

I have NEVER seen this in any large city...I don’t feel like this is actually a thing. I was a truck driver and hit pretty much all the major cities, of course some more than others and...I’m getting crickets from my memory on ever having seen this. Only places I’ve seen it are out in the boonies as one might expect. Quick run to dollar general? Hop on the four wheeler.
When the weather gets nice in DC, they come out in these like a parade. Seen them on Connective Ave, Georgia Ave, H Street, and even on neighborhood streets throughout the Spring, Summer, and early Fall. Already saw a group a couple weeks ago. It's a thing in the bigger cities in the NE.
I'll kick this back up. Guess I never realized that Cleveland was doing it before DMX/Ruff Ryders came out. City wide, it's been more prevalent overall after that. But at least in Glenville, they've been on it for close to 30 years (fwiw, stumbled back on this video and the ATVs is what stuck out, lol).
I could understand the fun of riding some dirt bikes/ATVs around when you're living in some desert Southwest cities, or even cities in Wyoming or Montana or something. But in Philadelphia, NYC? it's gonna be a nuisance and dangerous. I wouldn't do it personally because i'd be afraid of easily getting caught by police or accidently hitting a pedestrian
I feel like 50% of all shootings in the northeastern cities are done on mopeds/scooters/dirtbikes
Much much lower than that in Philly. It happens once in a blue moon. Most shootings are drive-by's or walk-by's. You're too exposed on a ATV from camera's and people possibly shooting back at you.
