Baltimore probably. I read here in the Baltimore forum a while back the locals said parts of town are like a scene from Mad Max with people on motor bikes and ATVs ignoring all traffic rules and just wreaking havoc all over the place.

When people want to do documentaries, film movies, or music videos about urban dirt bike culture, they come to Baltimore. It originated in Baltimore, and still prevalent.

To be honest Baltimore is the obvious answer. The culture started in Baltimore and spread to Philly.
