The area known as Midtown Houston is just much much too large.

This area was developing nicely around 20 years ago 310 Gray St

But they consider even down to The Museum District and Montrose east into 3rd ward the Midtown area.

I think if the focus was all in that area above Midtown would be more vibrant, but the development has just been too multifocused.

I’ve heard this was once the case before but this is definitely not the case anymore. Currently, midtown consists of this

Museum District is well developed and Montrose as well to a smaller degree. Current Midtown is developing fairly quickly and Rice University is giving the south portion a huge boost which was definitely the least developed portion before their investment. But again, this is what’s currently Midtown Houston

Comparing Downtowns of difference cities is completely justified because every cities downtown will be the main CBD, but the same doesn't translate to "Midtowns".
Atlanta has a ton of neighborhoods more walkable than a ton of other southern cities. The bar isn't that high to begin with and Miami is the only other place in the southeast that competes.

And quite frankly, in my opinion, Miami does not compete.

Man that CVS has to go. Does not belong there. I think Midtown Houston has tons of potential but the development is still in its infancy stage.

Vibrancy is more about big tourism and/or entertainment — it can occur regardless of overall city walkability, and vice-versa. Plenty a quaint European town/village can attest to that.

I think don't think OP objective was to compare "signature district" but rather secondary districts near downtown. South beach is not even part of city of Miami and Brickell if I'm not mistaken is part of downtown Miami itself.

Technically Downtown is still Atlanta "signature district" even though Midtown today rivals Downtown and the two are interconnected.

I think Midtown Houston is similar situation as Atlanta's West Midtown area, Which not the same area as Midtown. It's in early stages but is largely industrial with a lot redevelops happening.
