To your point, Michelin measures way more than fine dining. Their Bib Gourmand rated restaurants are Michelin quality at an affordable price point. Maybe the Bib Gourmand is a better reflection of the restaurant scene within city proper? The rankings certainly change when looking at the more rounded affordable selection of restaurants. Chicago zooms past DC and San Francisco in the Bib Gourmand rankings:

The CA data is as of last year and we wont see the additions until September, so if DC gained a bunch, then LA & SF definitely did as well.
Until then, there are currently 64 bib gourmand restaurants in the Bay Area
Actually, a few restaurants lost their bib gourmand status in DC this year while adding a few new ones. DC had 41 bib gourmand restaurants within city proper in 2021. It now only has 36 with the designation in the city proper limits.
With so much new development happening all over DC in areas that didn't have retail prior, the bib gourmand list for DC should explode in the coming years. Maybe DC will catch Chicago within city limits at some point? Only time will tell.
As the Michelin Guides for 2022 will be releasing new stars for restaurants in cities across the U.S. soon, here is the current number of restaurants within city proper that currently have Michelin stars in the U.S.:
1. NYC = 65 restaurants with stars
2. San Francisco = 31 restaurants with stars
3. DC = 22 restaurants with stars
4. Chicago = 20 restaurants with stars
5. Los Angeles = 10 restaurants with stars
Which cities do you think will add the most new restaurants to their guide this year? Chicago has lost a few stars recently. There are four new stars rumored for DC that would bring the DC total up to 26 restaurants. San Fran is currently at 31 restaurants with stars. How many could San Fran add? NYC has more than double every other city.

true, though Napa is 60 minutes outside SF; Miami Beach is within 15-18 minutes of mainland Miami (not talking 75 minutes away Palm Beach which had none) and in the same county (not to mention a much smaller City of Miami population of only 447,000—nearly 1/2 of SF and 1/9 of LA)…..but if we are going by City designations only you are correct.

Right but it's not strict. Theyll include restaurants outside major city boundaries if they find those establishments meet their standards. There are 20+ Michelin-starred restaurants in the Bay Area outside of SF proper.
