Sure, that's one way to think about it. The whole thing is how long of a timescale do you want to account for. Obviously, there are going to be quite a few cities in Mesopotamia and the Yellow River Valley if you want to talk about technological foundation of the modern world depending on how you want to define the modern world. These are interesting takes you have, but I think you'll find an even smaller audience in the context of arguing about most important currently than you'd find if arguing for the Bay Area.
