A city with relatively small elite public high schools that do well but has much larger enrollment high schools where most kids go that do poorly can still rank well. See McAllen Texas.

Yeah, Austin vs. Houston is another one. The Austin area has a bunch of schools that are okay, and a few schools on the same level as the Fort Bend County HS (Katy/SL+The Woodlands+other burbs), but once you use 25%+ as your barrier and the massive number of charter schools in Houston vs. Austin where most public schools are "okay", they seem very similar metro wise. But Houston has a lot more schools at the very back-end, and more schools at the top end as well. Obviously it has 3x the population, but the number of bad and really good schools compared to Austin is much higher than the 3x ratio.
It’s crazy that Philly doesn’t even make the list. Especially if this is MSA and you consider the Main Line.
Also, we are talking about thousands of high schools. The top 100 public high schools around Philadelphia ranked higher than a lot of the cities listed on metro list.
