and yet Canadian cities have among the largest employment numbers in the tech field in North America. with Canadian and International firms still hiring at record numbers in Canada. With the tech job loses in the US don't be surprise when Toronto is number 1 on the continent.

PS Microsoft, Amazon, Google, etc.... are some of the biggest IT employers in these Canadian cities, with new office towers and campuses. If anything growth in the Canadian IT sector is being driven by American companies realizing they can get equal of higher quality productions from Canada with much less labour cost.
These Canadians offices are still very small compared to the US ones, though... I suspect that Canada is more expensive to operate in, so even though there is theoretically cheaper talent the companies don't actually see much if any savings. That said, big tech firms make a ton of money per engineer and will open an office anywhere that has a talent pool. It's also a fact that Canada is much easier to get foreign talent into than the US.

A much bigger issue is that US makes it extremely difficult for Indians to immigrate. Canada has smarter policy on this front.

And yet Toronto continues to rapid grow it's tech sector to now being the 3rd largest on the continent.

This just isn't true. Most tech companies in the US provide good health insurance and some even cover the premium. While you may be out a few grand until you've reached your deductible if you're having health problems that doesn't close the wage gap. The most competitively paying cities in the US for tech jobs have wages that are 30-40% higher than the best of what Canada offers, it's not even close.
