Buffalo-Niagara Falls is the only metro that has a Black population over the national average above D.C. Now if I did this from a city level instead of a metro than it would be a lot more cities above D.C. on the list.
What is interesting is that you have some metros that are even smaller than the 400,000 population cutoff like Trenton, East Stroudsburg-Stroudsburg, Vineland-Bridgeton and Atlantic City are some in the Northeast that meet the percentage criteria.
As mentioned before, there are quite a few that just miss the percentage criteria. Same for some smaller metros in the Midwest.
With regard to the Black educational attainment data, Huntsville stands out among locations not included in a million plus single or combined metro area. Federal government affiliated organizations, which have a large local presence, tend to employ a relatively diverse professional work force including Black Americans. The area is very distinct from Alabama in general and has little of the disinvestment that is evident in parts of the state's other population centers.

It also doesn’t hurt that there are 2 HBCU’s and a decent sized state campus there as well(Oakwood and Alabama A & M, as well as Alabama-Huntsville).

Another thing I just thought about was how city limits vary and can could have an impact on a list like this in terms of certain aspects. For instance, a city like Buffalo is only 40.38 square miles with about 280,000 people, but you have a city like Greensboro with 300,000 people in 126.5 square miles. Now, imagine if Buffalo was able to annex unincorporated land(which there is none in NY State) into its city limits like cities in NC can. So, that may be something to consider when looking at the city proper information for these cities.

The Northeast and Midwest are losing their black populations fast, the only exception being Minneapolis which is a huge magnet for African refugees. Black Americans have been migrating back to the South for decades now but they're also spreading out West, cities like Seattle and Salt Lake City which are known to be "very White" are now experiencing huge black growth never before seen. North Las Vegas is now more black than Pittsburgh, Pennsylvania, which would've been seen as "crazy talk" just 10 years ago.

What happens is that some actually come back from those first 2 regions or come from major areas in the Northeast and Midwest to mid sized/smaller areas. In fact, if you look at the city propers, like RedlionJr. mentioned, some those in this range whether they are on the list or not, are in the Northeast and Midwest. Especially considering that many Southern city propers are experiencing gentrification and are becoming more diverse.

Some city propers that have seen growth in their black population in the Northeast and Midwest within metros that are in the population range in the OP.
I'll stop there and there are probably others, but this gives an idea of city propers of mid sized metros that have seen growth in their black population over time in both of these regions.

I wouldn't be quick to recommend Vallejo to anyone, though, being the 7th highest crime city in the state, behind only Stockton, San Bernardino, Oakland, Compton, Richmond, and Lancaster.

You do have the rest of the metro area, which fits the original criteria and the area does have one of the higher black median and family incomes in the country. There are likely areas of the city that are better than others as well.
So, there are other options within that metro area of a substantial size and/or with a substantial black population.
