It's not often that these three cities are thought about together, but they do share a few similarities. Each of them has a population of around 50,000. Each of them is rather isolated, being a couple hours away from a larger city. Each of them has very limited airline service. Each of them sits along a major interstate highway. (OK, I had to fudge this one a bit for Prescott.)
So, how would you rank Prescott, Salina, and Valdosta according to the following:
Daily life -- shopping, restaurants, schools, other amenities.
Visitor appeal -- tourist attractions, things to do in the city and nearby, etc.
Quality of life -- cleanliness, safety, infrastructure quality, etc.
Desirability as a place to live: for a young single? For a married couple with children? For retirees?
Weather/climate -- temperature, precipitation, major storms, etc.
Economic outlook -- employment market, long-term prospects, etc.
Reputation -- how much have you heard about these places? Are they thought of in a good way, bad way, or indifferently?
And anything else that might factor into your thoughts about them.
I have to go with Prescott. At least it's less than 2 hours from Phoenix and also about 2 from Flagstaff so it's really not that isolated. Second choice will be Valdosta as it's close to Florida and Coastal Georgia, and then Salina.

It's also a metro area of over 250,000 and you're 2 hours or less from amazing outdoor destinations like Sedona, Flagstaff, and the Grand Canyon amongst others. It's about 2 hours to downtown Phoenix but only about 1 hour to the Northern portions of Phoenix metro, for access to major hospitals, retail, etc...
