$20,000 per year for a car? What kind of car are you looking at? Move a little farther out from the city and parking is generally free. So I can't figure out where that price tag is coming from.
Parking: $200 a month
Car Payment: $500 a month
Insurance: $150 a month
Expenses: $2,000 a year
Gas: $2,000 a year

It would've been an Audi for $70k after taxes. Averaged out over 5 years with insurance + gas, $20k/year.
Anyways.. I'm still lost.
Sigh.
I wish I could find a city in the east coast that wasn't a ripoff.
NYC has it's ridiculous taxes and rent.. I'm paying $12,000 in taxes just to live there compared to Texas. The rent will be another $8400 to live there.

There have been other cities mentioned in the thread that could work, given your initial criteria.
I would look at Collingswood NJ. Easy and fairly frequent train service into Philadelphia via patco. A nice, quiet town with a lively main street. Easy drive to Trenton to catch trains to NYC.
