Yes, I had to read that a few times, wondering where that person lived in Atlanta, sounds interesting and very unlikely to happen.

Not sure where you lived but a quick COL calculator states that an income of $125K in Atlanta means that you would need over $194K to equal out in DC. After living in both metros, I can definitely see that.

Probably Midtown Atlanta. Class A Midtown apartments are the same price as DC.

Which means whoever is renting those makes significantly above the annual average in Atlanta. However, the average apartment rent in Atlanta is significantly cheaper than DC. DC is nearly 60% more expensive according to a few COL websites.

Wait…a…second! Elmira! I know that Corning Incorporated, a Fortune 500 company, is down the road in Corning, some likely work at other area companies and industries, but if any place in Upstate NY would make the list, Elmira would not come to mind. This^ is the table in data.census.gov that provides Black Median Family Income--you can select different types of geographical areas, in this instance I chose Urban Area.
