Both cities are among the largest in the US with a population of 1.6 miillion based on the official 2020 census. Which is the better city? Which do you prefer? Which city will have the better future?

This will be a fun one. And basing this off city general city limits since it seems the thread is not about metros.
Livability - Very different, but I say Philadelphia because you cannot do anything in Phoenix without a car, and general amenities are sparser and far between.
Education - K-12, I feel that Philadelphia slightly performs better, but neither are great. Higher education, Philadelphia, not even close.
Nightlife - Philadelphia offers more across the board.
Infrastructure - I guess Philadelphia even with its aging infrastructure?
Natural Scenery - Edge to Phoenix, though Philadelphia has a nice Northeastern setting.
Cuisine - Philadelphia, not even close.
Safety - Phoenix (though both don't perform well here).
Transportation - Philadelphia.
Architecture - Philadelphia, not close.
Amenities - Philadelphia.
Weather - Subjective. I prefer Philadelphia weather, but I'll call this a draw.
Dating - Philadelphia.
Economy/Jobs - Philadelphia.

Etc. - Skyline - Philadelphia, we love our skylines on CD! And local culture and history might be good ones to add.
In summary, Philadelphia cleanly wins this comparison. Phoenix punches under it's weight for a city of it's size, though it has improved a lot in recent years.

I agree with absolutely all of these. Phoenix feels like nowhere near the city that Philadelphia is.
I'm a sucker for Phoenix and the Phoenix area. I love how you can get up and hike in your back yard up a 800ft mountain, then enjoy the day. Im comparing the MSAs.

Here, I would chose Philadelphia. But if I had to personally chose, I'd be living in Scottsdale AZ. I love it there. I would chose Phoenix over Boston and Seattle, in case you are wondering.

Education: Philadelphia by far (higher ed), not sure k-12, assume both are lacking
Nightlift: Philadelphia (by far if we are excluding Scottsdale)
Infrastrucure: Phoenix by a lot
Natural Scenery: Phoenix, not close
Cuisine: Philadelphia but not by all that much
Safety: Phoenix by a solid margin
Transportation: Philadelphia, not close
Architecture: Philadelphia by an enormous amount
Amenities: Philadelphia comfortably
Weather: Phoenix by far for me but I could see picking Philadelphia as it's milder
