Resonance is a consultancy in tourism, real estate and economic development, and its Best Cities rankings quantify and benchmark the relative quality of place, reputation and competitive identity for urban centers. As usual, I'm fairly certain this is by MSA.

Hartford Metro feels more complete, even though the city proper needs major work.
I did miss the OP’s note that it’s probably done by metro area not city proper. That would make enough difference to slide Hartford ahead.
And looking at the whole list again, having Bridgeport a step above Pittsburgh wouldn’t make any sense if this weren’t based on metro areas. It’s basically confirmation.
If this were about city propers instead, Providence would easily be above Hartford.

My in-laws took a loss on their Magnificent Mile condo that they purchased 20 years ago and just sold. It's either being overbuilt or people don't wanna live there anymore.
I was there for July 4th four years ago and there was a riot and ensuing stampede off the Navy Pier. I was married in Chicago and love the city but we won't be back anytime soon.
